Demikian pula, memperluas cakupan biasanya memerlukan peningkatan anggaran dan jangka waktu yang sesuai. Mengurangi anggaran tanpa menyesuaikan jangka waktu atau cakupan akan menyebabkan penurunan kualitas. Namun dalam praktiknya, pertukaran antar batasan tidak selalu memungkinkan.
